New portals for document upload for claimants and employers

Due to the large number of COVID-19 claims for unemployment, there was a dramatic rise in the number claimants and employers trying to submit documents to Texas Workforce Commission (TWC). This increased demand created several problems:

  • Customers often had to call multiple times before their documents could be submitted because of the busy Fax lines.
  • Tele-Center unemployment insurance, UI email accounts were overloaded with document submissions
Two new online portals allow claimants and employers to submit claim documents and provide benefits information.
  • UI Submission Upload Portal in English/ Spanish – The document submission portal for claimants.
  • UI Submission Upload – Employers Only is the document submission portal designed for employers.

Employers and claimants may need to upload documents. Send your documents to TWC Online This page contains links to document upload portals. This page is easy to understand and has a URL: https://twc.texas.gov/uidocs . UI Submission Upload Portal Claimants have the option to submit documents online via the new UI Submission Portal (English/Spanish).
English : https://mft.twc.state.tx.us/form/UIsubmissionENG . The following pages provide a link to the new portal for claimants:

  • Unemployment Benefits Services (UBS) has a link that takes you to the new portal website in a new section: Submit your documents to TWC.


Spanish : https://mft.twc.state.tx.us/form/UIsubmissionESP . The following pages provide a link to the new portal for claimants:
  • Submit Your Documents to TWC Online at https://twc.texas.gov/uidocs.
  • Servicios de Beneficios de Desempleo, which has a link to the new portal webpage in a new section: Mandele sus documentos a la TWC.
The following information is required for claimants to use the portal:
  • Full Name
  • Social Security Number
  • Email Address
  • Phone Number

After entering their personal information, they will need to select the type document they wish to submit from a drop-down list. DMS will route documents based on their type. These documents will be routed in DMS based on the document type.
The portal offers the following options via a drop-down menu:
  • Requalification Form for BD710E
  • Check Stubs/Wages/Earnings
  • DD214 Military
  • DUA Proof
  • ES935 Evidence of Federal Employment
  • BP215 DUA Payment Request
  • BP235e TRA Payment Request
  • TX DL, TX ID and TX Reg Card. SSN Card
  • BP515e withholding
  • Log in to BN900e WorkSearchLog
  • Other
Employers Only - UI Submission Upload Employers can upload required documents online via the new UI Submission Upload portal for Employers only: https://mft.twc.state.tx.us/form/UIsubmissionEMP . The following web pages provide a link to the new portal for employers:
  • Submit Your Documents to TWC Online at https://twc.texas.gov/uidocs.
  • Employer Benefits Services has a link in the new section: Submit your documents to TWC.
Employers will need their company information to select the type and quantity of documents they wish to submit. DMS will route documents based on what type of document they choose.

Employers are not permitted to use this portal for submission of Shared Work or Mass Claims documents.
